FSAs: Faculty Service Areas for Full-Time Faculty
It is that time of year again, during which we remind you that as budgets and circumstances at the state
and local level continue to change, one way you can increase your job security is to add Faculty
Service Areas (FSAs) to the one(s) you already have. The UF knows of no specific plan for faculty
layoffs in the coming year. Nonetheless, we recommend that you review the FSAs you have received to
see if there are others for which you may qualify.
FSAs define those disciplines that you are both qualified and competent to teach in the event of layoffs
due to program reductions. FSAs are not required for teaching in an area, although you must meet the
state minimum requirements of any discipline in which you teach.
To understand how the process works, you can read the FSA policy in Article 16 of the contract,
beginning with 16.4. (https://www.uf4cd.org/contract/article-16). This describes how FSA assignments
are made and specifies all deadlines. Also included in 16.4 is the faculty retraining policy, which is
available to faculty affected by Reductions in Force (RIF).
The minimum qualifications for each discipline are listed in the reference document, “Minimum
Qualifications for Faculty and Administrators in the California Community Colleges,” published by the
State Chancellor’s Office at:

If you are unsure of which FSAs you have been awarded, you may want to check your personnel file,
which contains a record of your FSAs, housed at your home college Human Resources Office. Your
local HR office can also provide you with a copy of the application you will need to apply.

The application deadline for DVC is Friday, October 31, 2025, and should be submitted to DVC
HR at this email: dvchr@email.4cd.edu by end of day.

Friday, Oct. 3rd - 9:30am - 2:00pm
Join us this fall for our inaugural UF Fall Conference 2025! We will have 3 informative Zoom sessions
designed to help you better understand what kinds of leaves are available to you, how load works and is
calculated, and how salary placement works and how to advance on the salary schedule moving forward.
Each session will have a presentation and with time built in for Q&A afterwards. Don’t miss this chance to
get your questions answered and learn more about how to make the most of your contract rights and

Synchronous Evaluation Training Workshops on Zoom
Every semester UF provides synchronous evaluation trainings (via zoom) in addition to the training video
we offer in the UF canvas module. Live trainings provide an opportunity to ask questions and get a little
more explanation on the things that matter most to you. Full and Part-time faculty from any 4CD college
can attend any of the trainings district wide. We will continue to add more synchronous trainings in the
coming weeks, but here’s what’s available now. Remember these trainings count as flex, so be sure to
register through GROW.

What is RSI?
Regular Substantive Interaction (RSI) is an essential element of online teaching and learning that fosters
meaningful interaction between students and instructors. When instructors implement quality RSI, it ensures
that students have an engaging and effective online learning experience. RSI plays a critical role in creating
inclusive and accessible learning experiences that humanize teaching practices in virtual environments.
Aligning RSI with Universal Design for Learning (UDL) principles helps to create authentic, empathetic
online approaches that strengthen communication, feedback, community, and sense of belonging.
What is meant by RSI?
● Regular means scheduled, consistent, and predictable interaction with students.
● Substantive means meaningful communication between the instructor and student about course content and
learning outcomes.
● Interaction means instructor-initiated contact with an opportunity for students to respond.
